Beans take anywhere from a few days to 2 weeks to germinate, depending on the species.
It will be good to germinate them by placing them on a ball of wet cotton wool at the optimum temperature for them.

Step 1: They will grow a root and then you can transplant them into damp soil
Step 2: Their seed leaves will be providing food for them but it will be good to find a place with sufficient sunlight
Step 3: Their real foliage leaves will grow and the bean plant can photosynthesise by itself

Remember to always water your seedlings every day and try and maintain the best temperature for them (must research according to species)

All the best to planting your beans and feel free to ask more questions :)
