It is hard to tell. Can you get a closer image. It is clearly wax producing hemipteran of some type. What damage is it doing? These insects feed by pushing their needle like mouthparts into the leaf. The principal damage is that they introduce virus and other microbes when they feed. Are you seeing the damage?

Is it white fly sir? Looks like that. Sucking pest rose after BT cotton fought boll worm. http://www.cicr.org.in/PDF/kycp_white... almost 4 years ago.
