Red chili leaves curling downwards and stop growing

Chilli Pepper    None Given

My red chili plant leaves are curling and stopped growing. No insect can be seen under the leaves or stem. Tried to use confidor (neonicotinoids ) without any success. Please see the pic and help to identify the disease

I think it is the broad mite, Polyphagotarsonemus latus

It seems a virotic disease that was transmitted by an insect such as Aphis, Bemisia, Frankliniella, etc. or transmitted mechanically on the hand workers or work tools.
Wich virus is it? impossible know by pictures. It needs ELISA test.
