Pest of paddy

Rice    None Given

This is the insect of paddy which mainly feeds on panicle particularly at milking stage and can jump like a grasshopper. It is causing huge loss to rice crop. Please help me in identifying this pest. Although it resembles case worm but it's not the case worm.

Insect identified as Pyrilla perpusila, normally it attacks the sugarcane crop but some time it is reported that this insect also attacks paddy crop especially few hybrid varieties were very susceptible to Pyrilla.

I'm not quite clearly seeing the image of the insect in your photo, but based on your description, you may be looking at planthoppers (in the Order Hemiptera). The adults are probably what you see are jumping, and the fuzzy white things could be nymphs, possibly from the family Flatidae.
Could you possibly share more photos?
