Pest of paddy
Rice None Given
This is the insect of paddy which mainly feeds on panicle particularly at milking stage and can jump like a grasshopper. It is causing huge loss to rice crop. Please help me in identifying this pest. Although it resembles case worm but it's not the case worm.

Insect identified as Pyrilla perpusila, normally it attacks the sugarcane crop but some time it is reported that this insect also attacks paddy crop especially few hybrid varieties were very susceptible to Pyrilla.

Hopper burn was also there in the nearby field but such white insects were not seen. More over I have searched on Internet as well there are many pictures of nymph but they don't resemble the one I sent.
Please go through once again.

This second image is of BPH but the fuzzy white nymph not seen in the field where brown plant hopper attack was there.
I am resending another picture for more clearirity.

I'm not quite clearly seeing the image of the insect in your photo, but based on your description, you may be looking at planthoppers (in the Order Hemiptera). The adults are probably what you see are jumping, and the fuzzy white things could be nymphs, possibly from the family Flatidae.
