I also was inclined to think it was downy mildew. But I would like to see a closer up image to confirm this. It should have a whitish color. It should also come off in your fingers if you wipe it.
To me there is a possibility that this is a physiological stress. Upload additional images please.
Also, have conditions been wet there a lot?
