Lettuce seedlings
Lettuce None Given
This is my third failure with lettuce. I always face this problem when growing lettuce. They are very delicate, I even water them with a light spray but they still break during watering.
What's the best way to grow them?

I think that the problem here is that your seedlings are stretching for light and becoming "leggy". That means that they are growing very thin and spindly so that when you water them they tend to fall over and break. Does that sound like what is happening? See the attached picture which shows what I mean. This happens when seedlings do not have enough light. You can either grow them directly outside from seed or you may have to buy a fluorescent light to hang over them while the grow.

I start lettuce directly outdoors, watering with a drip irrigation system.
You can also water indoor seedlings from the bottom, so no water touches the foliage directly.
As for why they are breaking, it may be damping off from overwatering. Alternately, you may have a pest eating the plants at the soil level, like a slug.
If they are otherwise healthy but breaking when tiny droplet of water hits them, it may help to add an oscillating fan to encourage the seedlings to develop stronger stems.
Finally, it would be helpful if you specify the size of the seedlings that have this trouble.

I did plant them on raised beds now and I started watering the between rows instead on the seedlings themselves
I have no pests on my soil so I'm pretty sure it's the watering force
As of their size they are too tiny like only the first 2 leaves they are probably an inch long
over 9 years ago.

I did something different this time, I started watering from the bottom rather then the top and with slow flow spray. My lettuce are looking spectacular and I'm glad.i just got and raindrip system the I'll install soon to make things is even more glorious over 9 years ago.
