Christel commented,
Neem oil check it out its a non toxic oil you mix with water and spray on the plants in the bed or pot. The little afids don't like it at all but it doesn't kill the good guys.

I’d perhaps try an insecticidal soap that you can wash the leaves with. Remove any badly infected or damaged leaves. Spray bottles can be useful if you just want to knock the aphids off without damaging the plant. Make sure you squish them though or they will just crawl straight back onto the leaves! Alternatively bring the plant inside and try washing the leaves under running water. You could also think about bringing the basil indoors permanently if they are very persistent.

Try an insecticidal soap spray but you are probably just going to have to accept the fact that aphids will likely find a way to your plants no matter what! Sorry...

Try also to encourage predators in your garden. Ladybugs or Lady Beetles are the colorful hardshelled beetles that often have red backs with black spots. As immatures (larvae) they are often purplish and eat lots and lots of aphids.
Try to find some in your garden and relocate to the basil plants on the balcony. You can also get them in the local park. Here is a good extension document showing you what they are like and what they do. http://www.ca.uky.edu/entomology/entf...

good luck

Thank you David, I would love to have some ladybugs on my balcony but I am on the 3rd floor and I don't get many. Is there any way of encouraging them?
