Brussels sprouts grew slowly, didn't bud

My brussels sprouts mostly did not grow, and the 2 that did grow only grew to be a foot tall after about 3 months. I selected a variety for Pennsylvania climate, and planted them from seed in August, directly into the garden (I didn't start them indoors, which I probably should have). They were planted in fertile, compost-treated soil, to recommended depths, and I kept the soil moist. I do not know the pH of the soil, but everything else grew there. I gave up watering after 3 weeks since zero seeds had germinated. I went back to clean up my garden yesterday, and noticed that two healthy plants had popped up, but were far too small to produce this year before winter. It's a mystery to me - everything else in my garden did great! Do you think it's just a bad batch of seeds or did I make a mistake somewhere?
